What is Sure Start?

Sure Start aims to improve the health and well being of families and children before and from birth, so children are ready to flourish when they go to school.

It does this by?

  • Setting up local Sure Start programmes to improve services for families with children under four.
  • Spreading good practice learned from local programmes to everyone involved in providing services for young children.


A Sure Start programme was introduced in Northern Ireland during 2000/01.  In July 2000, Ministerial approval was given for15 programmes across Northern Ireland with full year funding for these programmes amounting to £4 million.

In March 2001, a further eight programmes were created with the result that a total of  23 Sure Start programmes now operate throughout Northern Ireland.  The introduction of the Programme here means that over 17,000 children aged under four and their families have access to the wide range of services provided through Sure Start.
